The VT-P is a Mode 2 charger: the control and protection box sits on the cable, so a driver can charge from a socket without a fixed wallbox. It is a common accessory for new-car buyers, dealers, rental fleets and drivers who visit sites without charging points.
Current is adjustable from 6 A up to 16 or 32 A depending on the model. Drivers lower it on an older household circuit and raise it on a dedicated industrial socket. The LCD shows the current, energy and charging status.

Yes, at a reduced current that matches the socket and circuit — for example 6–10 A on a standard household socket. Full 16 or 32 A needs a matching industrial socket on a suitable circuit.
